trade unionists to the pensionable establishment on probation. In some cases trade unionists were appointed on contract and later transferred to the permanent staff. The Trade Union Adviser in Malaya was receiving the salary of about £1000 per annum.
Mr. Serpell agreed to the appointment of a Trade Unionist as an additional Labour Officer on the administrative
scale proposed by the Governor of £400 to £1200 and that the candidate selected would enter the scale at a point commensurate with his qualifications and experience. I said I would write in confirmation of conversation and his agreement to this post.
In his telegram at 8 the Governor asks that the appointment of Mrs. Allinson should be regarded as urgent. On the assumption that she will be considered suitable for the appointment of Lady Assistant Labour Officer I have asked Mr. Serpell, in the draft letter opposite, for approval of this post also. To the best of my belief neither Miss Harrop nor anyone else is at present filling the post of Lady Assistant in the Secretariat for Chinese Affairs so that, for the time being, the post of Lady Assistant Labour Officer will not involve additional expenditure.
I have attached a copy of the telegram at 8 to Mrs. Allinson's P.F. (No. 50123) and sent it forward for preliminary conson of her appointment. As soon as Treasury approval is received I will send forward a note for attachment to that file.
